Byrnes Drafts Legislation for Stiffer Animal Cruelty Fines

Lawmaker says punishment will hit criminals 'in their wallets'

LANSING – State Representative Pam Byrnes (D-Lyndon Township) announced today that she has asked the Michigan House of Representatives to immediately consider legislation she drafted calling for stiff fines against those who are convicted of animal cruelty charges. Byrnes said she was moved to action by the recent rash of grisly dog mutilations in Washtenaw County.

"The individual or individuals who are committing these crimes deserve harsh punishment," Byrnes said. "My husband and I live on a farm, where we keep donkeys, dogs and cats. Our animals are an important part of our lives. This kind of disgusting, senseless violence toward people's pets is beyond sick. If the threat of jail time isn't enough of a deterrent, then perhaps huge fines will be."

Byrnes' legislation, House Bill 6095, will amend an existing law to allow a $5,000 fine for each animal affected and allow consecutive sentencing.  It has been referred to the Judiciary Committee.

At least 9 mutilated, dead dogs have been discovered in a rural area east of Ann Arbor since January.  Also found recently were the skinned carcasses of coyotes, foxes and deer.

"We believe that animal cruelty needs to be taken more seriously, not just for the sake of punishing or stopping those who willfully hurt innocent animals, but for the sake of public safety as well. There is a well-established link between animal cruelty and human violence. Those guilty of child abuse, domestic violence, rape, assault, and murder often have a history of hurting animals. This legislation is a very important step in protecting animals and people. We are delighted and grateful that Representative Byrnes has the wisdom and compassion to work to see such critical legislation enacted," says Tanya Hilgendorf, Executive Director of the Humane Society of Huron Valley.  

"I, like a lot of pet owners in Washtenaw County, am worried and angry about this situation," Byrnes said.
