	<description><![CDATA[For me, the most important thing is the training for childcare providers.  I've always been a strong advocate of early childhood education, quality early childhood education and quality daycare is part and parcel of that.  So we have about 70% of our daycare providers that are subsidized through the state do not have that training.  So this is the first step to provide that training.

 This winter season will be especially difficult for seniors and those on a fixed income. Winter heating bills are expected to increase dramatically this year due to higher demand and lower production at natural gas facilities affected by hurricanes Katrina and Rita. My colleagues in the Michigan House and I have introduced legislation to provide help to citizens struggling to pay high heating bills. Our bills will, among other things: ban utility companies from shutting off heat service during the winter; increase energy assistance funds; and give residents a tax deduction if they winterize their homes. You don't have to wait for this legislation to become law. There is help available now. The Michigan Department of Human Services offers help with home heating and weatherization costs to ease the burden on our citizens during our long winter season. The department offers basic heating assistance through Michigan's Home Heating Credit; crisis assistance for those facing energy emergencies, including energy-related home repairs; and weatherization assistance to low-income households.  I have been working from my first day in Lansing to secure funding for the Baker Road project, and I am pleased to announce that the $9.5 million dollar project to reconstruct and improve the entrance and exit ramps on Baker Road has been approved. Our roads bring us together. By improving the quality of our roads, we enhance safety and improve our quality of life and regional economic development opportunities. During my four years as a Washtenaw County Road Commissioner, we worked hard to try to ease the problem of congestion that exists throughout the county. The fact that this project does that, while providing jobs, makes it a huge boon to the community. Governor Granholm deserves our thanks and applause for her foresight in funding this project.]]></description>

 There is a strong consensus among the experts who have studied high quality Early Childhood Development Programs that these programs have substantial payoffs. To site the well-recognized Perry Preschool study, done by the High/Scope Educational Research Foundation of Ypsilanti, Michigan, for every dollar invested, there is a return of 17 dollars. This return includes better working public schools, more educated workers, and less crime. Early childhood programs should be at the top of the list for Economic Development.]]></description>

 The East Delhi Bridge is a historic bridge; the residents have evidence that it is a historic bridge. Right now it is scheduled to be replaced because we have critical bridge funds. This means it has to go according to federal guidelines, which means replacement, not rehabilitation. There's now a strong movement amongst the residents there to rehab this and I think the road commission, as well as the board of commissioners are all trying to work together to see if there is a way that we can rehabilitate the bridge vs. replacing it, so that it will preserve the character of the area and also provide for the safety of the residents as well.]]></description>
