There is a strong consensus among the experts who have studied high quality Early Childhood Development Programs that these programs have substantial payoffs. To site the well-recognized Perry Preschool study, done by the High/Scope Educational Research Foundation of Ypsilanti, Michigan, for every dollar invested, there is a return of 17 dollars. This return includes better working public schools, more educated workers, and less crime. Early childhood programs should be at the top of the list for Economic Development.
